it may be an external RCON attack... just put "rcon 0" in your server.cfg ... it'll disable rcon temporarily but if RCON is essential to your server then just stick through it.. it'll make your server log insanely large... it happened to me, and within a day the log file was like 150mb... nothing much else but bad rcon attempts. So either do rcon 0 or change your rcon password to something insanely hard to guess.
