When i try to open a pwn file or pawno i get an error: Failed to set data for ". And that happens for all scripts. I have tried deleting pawno and then downloaded another one from this website but still the same problem occured.

Pawno works, it just isn't loading the includes correctly (?). What you need to do is search your computer for all pawno/sa-mp files, delete and re-install.

The problem only happens in Windows Vista / 7, the solution is to Run as Admin OR don't open the PWN by double clicking it, open it by opening pawno.exe, then it will not happen.

I cant open the PWN with pawno.exe because i have problems with my computer.

Just, open the pawno.exe and press "Ctrl" + "O" (means open file directory) go to your server directory and select the .pwn file you want to open, and press on "Open". Do this untill you figured out what the problem is.
IF pawno.exe doesn't open AT ALL.
you can change your gamemode.pwn to gamemode.txt, it is most likely the same thing but coding will become harder.
