Bring up a prompt, type "cd C:/path/to/your/server", then "samp-server.exe". Pay attention to the output.

As others have pointed out, in this case it's most likely that the RCON password was not set.

In general, if your server crashes on startup take a look at server_log.txt. The output of the server is logged into here and the server will normally write a message into the log explaining why it crashed.

Once your server is up and running you will probably need to port forward so that others can access your server.
