I'm pretty sure you'll have to use MySQL and PHP to make this happen, however I'm not an expert on this field, so I'm not 100% sure.

You could if you used MySQL and PHP.
Though I don't think theres a Plugin to connect directly to a forum.
You would have to create a php script.
And use the SA:MP MySQL Plugin
