Its a filterscript, copy it in the 'FilterScripts' directory of your server's root directory. Open up server.cfg, find the line

filterscripts

and add the filterscripts name to that line.

Also, please make sure you have the ZCMD Command Processer, as on the scripts page it states you need it.
