I recently setup my server on my PC.
Processor:- Intel P4 @ 3.4ghz
Ram:- 512MB
Internet speed:- 512Kbits/sec
Would that be enough to run a server of 25 slots smoothly?

The CPU is more than enough. The RAM may just run it, depends on how much your script runs (timers). The internet speed isn't very good. Even if you get 512kps that is the download speed. Not upload speed. But it might manage.

Use
http://speedtest.net and post your results. This way we can get more accurate details about your connection. If it is 512Kb/s, then I personally find that to be awful (if that is your download speed).

SA-MP generally uses very little RAM and CPU, however it does use more CPU then RAM, the computer itself will easily get away with 25 slots however the Network is arguable, for SA-MP you'd really want a minimum of 10MBit upload with 100Mbit or a gigabit being the ideal options. You should give it a try, it may not provide the smoothest experience but it should be adequate.

2mb/s upload should be fine for full server.

My gamemode:- Troys Universal Freerom
Downloadspeed:- 512kbps
Upload:- 256kbps
Can it manage it run a server with 25 slots?
If it cant then with this internet connection how many slots would be stable?

I said it kinda wrong, I guess. I mean 2mbit upload for full 25 slot server. So, roughly 200kb/s upload speed
