I know I keep saying your PC/GPU is not overheating but.. eh what can I say.
My old PC, the BSODer, always got this when it overheated, but I really don't think that's your problem..
Seeing as I get this too, and I also get the flashy textures.
Have your updated DirectX?
Changing Anti-Aliasing
Changing DD?
Also try rebuilding your GTA3.img archive seeing as it looks like it's picking the wrong textures? :S

I think my DX is up to date, but ill give it a try.
PS: If not, im starting to think my GFX card is dieing.

(Sorry for double post)
I looked up your GPU from the model you sent me over MSN, one thing that worries me is 512MB GDDR3.
It's not bad, I don't see anything that would stop GTA SA from working, but it MAY be a bit low, I have no experience with ATI Cards.
Maybe someone else can help you on ATI?

How much RAM do you have and your OS?
It could be a memory problem, seeing as it looks like your PC is having a hard time placing the textures in the right place.
Another thing, I don't have alot of experience with Anti-Aliasing, But I found this on your cards spec.
2x/4x/6x Anti-Aliasing mode
What is your AA ingame? try x2.
When I use AA x3, My GTASA sometimes locks-up.

Not going to dowgrade to Windows XP, and this trouble still persists, ive tried pretty much everything you mentioned here.
