In the last screenshot you haven't filled in the trigger port.

Must be something like:
Protocol UDP port range 7777 translate to: Internal ip address(lan ip) trigger proto UDP trigger port 7777

Try the following port ranges (using UDP as your primary protocol):
7777-7788

You are using thomson st780, same junk as i had before.
Do this:
On Game&Application sharing add a new rule, SA-MP
Forward the ranges 7777-7777(TCP-UDP) or other if you do not have the default one
On Assigned games and applications, select the rule SA-MP
and make sure you assign it to your PC (not the address) there must be
in Home Network your PC (or wireless network if you're using wireless)
So after you found that out, assign the rule to your PC
Try if it is working now! If it isnt:
Go to your PC(on thomson gateway page) in Home Network
Choose Assign the public IP address of a connection to a device
Choose 'edit' and select your PC. Should work now!
Edit: and make shure you leave that 'Translate to' when you are adding a new rule: BLANK

Your ToS probably talks about this. Your Isp is probably blocking the ports so you can't host anything. Sucks, they did it to me.

It's different for everybody, I'll give you pics so you know what i mean

So that's how you find out what your PC is so you know what 'Address' to asign.

My Computer>(RightClick)Properties>Computer Name tab>Full computer name: ...
and compare it to what you see on the THOMSON
