Is "CarbonBlack" banned/temp banned or range banned he is in Egypt and all he did was just see the Server Advertisements and nothing else at all

His IP is :41.178.255.208 and he has Dynamic IP so he was asking why he got banned all he gets is "Sorry guest you are banned from seeing this forum!
