How do I do it like LS-RP

There is a Problem Because
I have commands where people become a major (sniper)
and they just keep switchen to get weapons =/

And Plus, To go to a Major you MUST apply for the squad, Like the Medic Squad.
So people would notice, I want them to do that so they can pick there squad.

My server is a War RP server,

I have classes like
Sniper
and
Medic.

There is a command in game that makes you switch classes, like from Heavy Gunner to Medic.

People do that to get more weapons, I noticed it cause Ladmin shows everyones commands,

So I told them to stop and they kept doin it,

So I decided to make squads, Like Sniper Squad and Medic Squad (5 people )

To join a squad you must go on Forums and apply, So I wondered, 'maybe I can do like LSRP and make them register online' So I decided to ask help how to do it?

Making them register online requires PHP knowledge, and mysql to store the databases.
