Your download is 2 mb/s, that's far too low to run a server on it, because upload will be something like 0.5 mb/s, and maybe your server is too far away from your players? like another country..

well I don't think its always your uplaod is 3/4 of the downlaod speed. my speed is 9.85mbps but my upload is 50kpbs

Well, I think the connection speed isn't the problem in this case. Instead I think the problem is your players are too far from your country.

If this person is on a 2mbit connection, that is most likely the downstream speed. It's also unlikely the connection is synchonous so the upstream (which is what matters in server hosting) is likely to be much lower.

If the amount of data that needs to be transferred is greater than the upstream, then players will get enhanced latency as shown in the screenshot.

Latency is measured in milliseconds, so the players on this server have around 1 second of lag - which is huge.

Either get a bigger upstream connection speed, reduce the player count on your server or use one of the server hosts.
