Hello i'm new here. And my english is bad

So I explain you my lagg.
First I come on the server and everything is Ok.
But after 5 minutes I begin to lagg.. But when I go into a house or something like that I don't lagg anymore. And when I go out of the house I lagg again.

Please help me. I tried many things. All settings on low, fpslimit, search after virus, delete programs.

Firstly it's not a bug..it depends on the host also your video card your net..etc
