If you have a dynamic IP, you can contact your ISP (Internet Service Provider) for a static IP. Some charge a small fee for it, some don't.

You'll need to get a static IP from your ISP or rent a server from one of the hosts

Look at this topic or contact KingJ for hosting. I recommend KingJ servers.

EDIT: The best for you is to rent a server (I'm sure that you don't have 4 mbs+ upload speed and that you are willing to pay for static IP address.
