Im a guy from holland, and i want an account on the SA-MP wiki so i can
make more dutch articles and make english ones better!

If you opened your eyes and read the page it clearly says IN BOLD "Note: new user registration for page editing on this wiki is currently disabled due to spamming".

..and he clearly knows that, and is asking if an account can be made for him so he can do something useful, not shout OPENZ UR EYES LOLOL.

I guess what you can do is see if you can find someone who isn't using their account, as the registrations were blocked due to bots & idiots using it, so I doubt anyone would mind.
