While listening to User Tracks on SA-MP, press F5. It will change the song!
(I've just found this out, give me a break, you all probably know it already and it's about 20 years old but I don't care lol).

Z should change it too, it was like that in Singleplayer.
By the way: When you press F5 in SAMP it will show up the Datas flowed and such a stuff :P
