Well, i saw a couple of threads about it but most of that was created circa 2013, when Pi still werent a thing. But with the release of Pi 3/3b/3b+ maybe it now have the power to run a modest server.
So my question is: Are in dev team roadmap a ARM build for SA:MP server?

There's no support for it. You can, technically, run a server if you want to emulate with QEmu or ExaGear, however, performance will be severely limited. Whilst running from your Raspberry Pi can help with server costs, unfortunately, for a public server, it is not a great idea, as it will use your network connection. A common DDOS attack will render your server (and your own internet) offline with absolute ease, and network connections for a residence aren't supposed to be used for running a public game-server, though running something for friends (private) is almost always permissible.
Raspberry Pi's are great for home servers but that's about it.

Very highly unlikely. Even so, I think you should probably host elsewhere other than your local network.
