same to me in my 2 computers After i did format still doing it !

i had 5 pawnos in my computer
i searched for them and deleted them and that fixed for me this problem...
i dont know if it works for you
OR
delete all your pawn then download server again....
and launch from new
OR
try download other scripting programms
in forum there are some

I had it, When the whole pawn file is in a rar/zip file, It says it. Or else you will have to open a pawn file via the folder itself.

I know how to fix it
On Pawno, at the top, go to
Build -> Run Options
Under compiler directory or w/e, put the place where pawncc.exe is located
that should fix it.
