Why when i type /rcon login <password> and after /rcon unbanip <ip> , the player still have ban

If you can't edit files, I suggest switching hosts.

Try right clicking on the file, it took me abit to figure out how to edit files on ftp hth

Ehm maybe if you have an account system like
Playername=Player
Adminlevel=0
cash=5600
Kills=130
Deaths=70
Banned=1 (or something like this)

if you have that you should edit that on your scriptfiles then re-start the server before the player get unbanned.
Also if you can't have access to your files I recomend you to switch your host to x-serverz.
