Is the server hosted? Or you port forwarded it? If you did, you may have done it in correctly.

Check your Port Forwarding, Internet Firewall and you server_log.txt. If still error, you should use Viturial Private Server to open your server

If you're just opening the "samp-server.exe" in your own PC without port forwarding it, then how are they supposed to connect to your server?!
When you run "samp-server.exe" in your PC, it will be available only for your localhost, and only computers that are connected to your network have the ability to see the server active & connect to it.
