Hello guys, I was running a SAMP server from hostskool but since my PayPal ain't working anymore so I would like to know that is there any hosting service that provides samp server by using mobile payment. I have already checked Ultra host so kindly tell me any other host.

If your PayPal doesn't work anymore, get it fixed. All the major hosting companies (DigitalOcean, OVH) have no support for mobile payments.
Don't expect professional servers to be paid by a phone. The fees are much too high for that, making you pay like 150% of the normal price, so that's why a lot of hosting companies don't support it.
