Just type in the rcon the server.exe which pops up when you click it, password YOURPASSWORD, That should work!

What plugins, filterscripts, and gamemode are you using? Somewhere the rcon command, "password 0" is being run.

Hell, it could also be you host if this doesn't happen locally.
