Before you say, I've already reported these accounts, there are a few all created by the same guy.
Nothing has been done about it and I'm constantly dealing with threats all because I banned them for weapon hacking and toxic attitude.
Please advise me on the best course of action as I'm extremely tired of it.

Ignoring them is the best option unfortunately, and you're giving them attention. Even by reporting them to the authorities, at the end of the day, just shame them on the forums (by shaming I mean show off their stupidity by what they are doing to you) and give it time for them to stop. Additionally, I would recommend reporting him to his ISP rather than the police, the ISP will be much more effective unless their actions are very serious

Shadowbanning may be useful. It might even work in-game if you return 0 on all their updates. They can move and shoot and drive cars, but other players won't see their actions at all. It's kind of an underhanded move, but I guess it's justified in extreme cases like this.
