Can Someone Help me to make GM Update System Without Server Restart?

I saw this system on DayZ server.

If anything you could make the gamemode simply be a nothing, and run a filterscript for the game.

Then reload the filterscript.

This could lead to issues though if you don't do it right.

use the command rcon or add in server.cfg gamemode gmold and gmnew you switch your old gm with your new gm
