Ubuntu, is a Linux Distro. Linux is just a kernel. It can be faster than windows on a lower end machine, but on higher end machines, you might not notice much difference (unless you got a timer and time everything each OS does). SAMP Client on Linux is possible, but a bit more involved.
As far as hardware requirements, Linux Distros have worked out of the box on all computers I've ever used.
Nvidia graphics seem to be better on Linux from my experience than on Windows (FPS-wise), but AMD Graphics drivers are piece of shit though on Linux from what I heard.
Intel or AMD CPU's work fine as they are x86, and a GUI on Linux is powered mainly by the X.Org Graphical Server.
Running Windows Apps can work through either Wine (Free) or Crossover (Paid). I would not try running Windows Apps on Linux though as generally they don't work as well as they do on Windows.
But Many Windows Apps such as Teamspeak 3, Steam Client, Open Broadcaster Software, Skype (outdated though) are available on Linux as native ports.

Unless you have a stone age PC from 10 years I wouldn't really recommend using Linux for daily usage. Unless all you do is browse the internet and read e-mails.

Linux is mostly used in servers and/or development/programming stuff.
In my opinion, Its not for personal usage, using Windows XP is loads better for personal stuff like browsing, chating, gaming and all that.
