There would be more errors if you looked in your server log...
One will be saying XXX plugin loading, then next line or 2 it'll say Failed.
That's the key line in finding out what has broken.

Your logs, say it's not loading. The error shows it hasn't loaded, but the logs show that it's not even attempted to be started.
Make sure it's in your server.cfg
