Hey , this regularly happens that when i install xampp the admin panel works (localhost/phpmyadmin) but when i restart or shutdown the pc and open it again the admin panel doesnt work. this is a great problem for me atm for the mysql database.

Install Apache and MySQL as a service if you can't be bothered to start them yourselves. Open XAMPP control panel and start Apache and MySQL.
