libmysql.dll is not a plugin.

You have loaded mysql.dll with no problems, you don't need to load libmysql.dll as a plugin.

It tells everything, check if your .pwn and .amx are placed in your Gamemode file.

You have to place that file in the server.exe directory. Plus check your gamemode line in server.cfg
