Look,What i would like to say is that:
1- this is not a corona,it is a small lighting-blue beacon
2-this object is moded,Because MTA,able scripters to make moded models,as you download their own moded model, not the original.
3-So you won't find this beacon(corona) as i tried searching it for you,it might be removed or something,How ever,Sorry for that.

NOTE: you can still mix some neons to make a circle , but it will take some time and some hard working up...
That is your only way to make it,as i made in my last map from 2 days.

If that's MTA, you're better off asking on their forum.

You can do it by creating a object(Check the object ids under the Light section). Then use AttachObjectToVehicle and attach it to a vehicle.Set the X,Y,Z offsets (relative to the vehicle) such that the attached object stays in front of the vehicle.

I don't know the model which was used in the video so you'll have to find it out.

I am sorry.I never went through the whole video. You needn't attach the object to the vehicle since you want that light source to be stationary.Just create an object with modelid of a neon tube.

I know people who changed its size and color, how can it be possible? Maybe using a material to change its color but its size?
