Is There a way to create WATER, not just object where you can walk throught but thing you can swim in or will it ever be possible.

Unfortunately not, but you could suggest it for the 0.3.7 update.

Water as an object is or maybe not possible... sa-mp won't work that way.

You can't create bodies of water without modifying the client's files however 0.3.7 does add some more water objects you can use along with the objects that have already been in SA-MP. For example;
