Have you got any Mods? Maybe when you are pressing the key the mod is activating? Simply delete those mods.

Have you tried downgrading your entire GTA with a patch? And installing from a different source? Preferably not a compressed version if you're looking online. Have you tried renaming your GTA San Andreas folder to something else, like GTA San Andreas2? Try those things.
