Anyways, you should script a gamemode from scratch, in it. You should script, a administration script, a register/login system, and etc... The things should be scripted, according to the gamemode type.

Depends of the Gamemode / Filterscript you want to script.

However, it should have the latest features of SA-MP and also something unique.

More than this, to have the latest features, you have to put a hard work in it and to have a large variety of knowledge and also a sense of estetics. I love something designed well.
