Is it possible to create a npc with name tag on top of his head (as normal player) and that he is in vehicle as passanger... I am doing system for vehicles... every player needs to drive for drivers licence and i would like that there is a NPC as a passanger named: Driving_Teacher...

Yes it's very possible, I can't go into much explaining, but you can look up these two plugins; FCNPC (Fully Controllable NPC) and RNPC(Record free NPC), those are the best two npc plugins on these forums, good luck!
