Be sure all your plugins are the latest one.

If not, check this plugin out: https://sampforum.blast.hk/showthread.php?tid=249226

It tells you which functions and plugins your server is missing.

If it stops on that and it doesn't show the "Number of vehicle models: x" message, then it's a server crash and you have to load crashdetect plugin (it prints information related to it to server log).

The problem is not the plugins otherwise it'd give run time error 19.
