Neither of your mysql and your streamer plugin has loaded, so it's completely logical that you can't use any of the functions the plugin provides.

The most simple question is : have you got the streamer.dll/.so or the mysql.dll/.so in your plugins\ directory ?
If you haven't, download them and put them inside.
Then retry.
