The title basically says all that needs to be said. Any vehicle color ID ranging from over 150 appears black, at one point in the past, it never did this. Also, when it worked I had mods, and when it stopped working, I had mods. So, I don't really know where to go with this one except for on here.
Edit: It's the colors that were added VIA SA:MP 0.3x so I thought it had something more to do with SA:MP rather then the directory it self...

Hmm, have you tried reinstalling your SA-MP client and/or your actual game?

I've tried re-installing SA:MP and I do have a fresh copy backup in case of emergencies but I haven't tried that yet, I'll give that a go.

Well, before I waste more of my time, I thought that the whole color thing was more of a SA:MP mod thing? Or is there a file somewhere within the Grand Theft Auto directory that actually can affect the way the colors come out?

Had this problem long time ago, the mods you were using corrupted the original colors in your GTA SA game. You need to re-install whole GTA SA once again and it will work also before doing this delete 'Grand Theft Auto SA User files' folder in the "My Documents" folder.

Are you using steering.cs maybe?
that extension makes this not wanted thing to be possible

Actually, I have something very similar to that mod razbitze.
Edit: Didn't work.
