What OS are you running on? I suggest setting compability mode to WIN XP SP2 / SP3 - and running it as an administrator. Also delete gta_sa.set!

Windows 8.1 I Set compatibility on win8 sp3 and it is still crashing, Running it in administrator doesn't do anything.

I don't see gta_sa.set.

This is not a known SA-MP software bug. Post in client support.

Use that guide, to fix it. I had the same issue as you had. That worked for me.
