is there any program which translates Russia to English in fraction of a second i mean
i want to join a Russian server so what ever they say in russia should be translated to me in english and what ever i say in english should be translated to russia to them
is there such a program?

Nope, You can't do that within SA:MP unless the script allows you to change languages. Some servers let you choose your language when you log in. But most likely not the chat..
