If this is a recurring issue you should contact your ISP. You can report this there, and it's likely they can look up if you're being DDoSed. Make sure you rule out all other cases such as your brother though, otherwise you'll only look like an idiot.

Check your router interface for incoming/dropped packets, or simply for current download speeds to see if theres a download running somewhere.
If it really was a ddos, you wouldnt get any pings at all, and couldnt access the forum. So no, it isnt one.

No you need a DDoS protected VPS OVH are providing them and so are BUYvm.net
You can get a ddos protected VPN.
