It's not portforwarded? Open your firewall and ports.

Remove the ip adress :S and It's online right? Just use your INTERNEL IP, When you host from your own computer.

Umm, I dont think this is his server he's trying to connect to... He never mentioned it and it's on 'Game State'. Plus I can connect to it from my client.

@OP
Perhaps it was just offline when you tried? Try again now and see if it works. If it doesn't, check the 'Internet' and 'Hosted' tabs of the SA-MP client to see if other servers show up fine. If not, then you need to check your firewall and connectivity from SA-MP. Otherwise it might be something more intricate...

Download the last version to SA-MP and try to connect. Maybe your anti-virus has got blocked your game and it can't run. Tell with any friend that try to connect to the server. and if he can connect the problem is for your computer or internet. If only is that server maybe the problem will be an server problem. Contact with an admin with it to tell your problem.

Same with 1 server, others work fine. People say the server is up, but its down for me.

This can happen sometimes. Try to reinstall SA-MP, try to remove and re-add the servers IP address. If this doesn't work try restarting your router. Or check your firewall.
