Administration systems should be specific to your server's needs. No one is going to be able to send you one that will work with your specifications without any information. When you find potential ones to use, pick the one that fits best for you.
You can search the "Filterscripts/Includes" section yourself. There is even a stickied topic with a section for Administration Filterscripts.

yeah i know i tried but when i use them it comes up a new registration bar that i dont want it pop up a little and closes and then my login system comes up

If you cannot find one that works for you (and you supposedly took some time to search), what makes you think anyone else can? If none released match what you are looking for, either edit one, or make one yourself.
Alternatively, you could pay someone to create one for you.
