With the .sql dump that comes with a server download, how do I upload that to MySQL? I'm just running a MySQL server from home for testing, so I don't think I can use phpmyadmin.

In phpmyadmin, click import.

probably you are using Xamp or Wamp, so move up to localhost/phpmyadmin and make what Memoryz said
