could you help me i have a problem on my server where any non-admin can log into the server but admins can't login could some one tell me why and how to fix

so a admins can't login they type there password in and it says server closed the connection and i know it is right password as i have tried it on mupitle accounts but when a non-admin trys it lets them in?
