Whenever I record on fraps for SA:MP Video's, I get two black side boxes on the video. Then in the center is the content.

Are you recording with half size or full size? there is option for these both, probably you're recording half sized.

Maybe set the settings of the recorder from half size to full size?

It's on full-size but doesn't record it full-sized.

What is your monitor's native resolution and what's your game's resolution?

Monitor: 1920x1080
In-Game: 1024x768 (32bit).

There's your problem. 1920x1080 is a widescreen resolution with aspect ratio 16:9. 1024x768 is a standard resolution with aspect ratio 4:3. You'll always get black borders (known as pillarbox) when viewing a 4:3 on a 16:9 monitor.

If I played with my resoultion in-game (GTA:SA) and frasped would it work correctly?

surely it should , but you might face low fps when recording and video slutter problem if you got bad CPU or a Bad GPU
