hey guys i cant move my mouse in-game.
please tell me howcan i fix it.
but i can shoot and other things.
when i press tab i cant select a player or in dialogs.

Try to re-install SA-MP.

Reinstall GTA:SA aswell as SA-MP, don't forget to delete the stuff that remains in your Rockstar Games folder aswell in Documents and GTA San Andreas User files.Hope this worked !

I have actually encountered this problem many times, and it's really easy to fix if I think what you are thinking.
Here are some things you can do if your mouse won't move at all:

• Re-install your Grand Theft Auto: San Andreas.
• Re-install your San Andreas Multiplayer.
• Remove all of your modifications.

Here is what happens some times to me, and some things you can do to fix it:

• When you can't move your mouse, press "ESC" until it moves.

Sometimes it might be your desktop settings too. Like you had a option to make mouse hide able when not using it. Try checking the setting in User Control Panel > Mouse setting

I have this same issue never really found a fix. I simply push "Esc" multiply times and it starts working. I occasionally have to do this two to three times a day.
