it depends on your location.. for example: best hosting in Czech Republic, canґt be best in Italy becouse of ping..

There are no hosting providers for SA-MP in Asia or Oceania that I know of. You'd have to look for hosting in Europe or the US. See here for the list of server hosts. The providers at the top of the list generally seem to be the more reputable ones.

Here in Australia, ping is pretty good coming from Detroit in The USA good being 180-200 ping. I'm not too sure though since you're a bit closer to Europe, it might be a better option.

I just looked. I don't even think they offer SAMP. You could use a VPS, though a SAMP Gameserver host might be easier.
