I would like to make a few commands that allow my players to attach flashing lights to their cars when they wan't too after buying them, But i don't know how too i've looked into this and got

encode_lights is for UpdateVehicleDamageStatus/OnVehicleDamageStatusUpdate. It's for vehicle headlights. It converts some numbers to binary to be used in those functions. It has nothing to do with 'attaching' a light to a vehicle. You need AttachObjectToVehicle (and CreateObject of course). See the wiki.
