Well,There are not too many objects about snow...
as known there are SNOW objects from Liberty city. I Choose some/all objects for you.

I don't think you can add snow... But it beats me, maybe you can maybe you cant?

You could re-create the objects with RemoveBuildingForPlayer then CreateObject, then set the material to snow with SetObjectMaterial.
