well some of my guns are with a different skin like tec9 katana chansaw so can that by the problam?

try to uninstall your all mods, and try then, if dosent work , find the another ver GTA

Get a new sniper.txd and .dff, import them via txd workshop for sa.

Do you have mod? If yes, re-install it.
