Make it executable, by changing file permissions for samp03svr.

I did
chmod +x samp-npc samp03svr announce
still no luck

Make your root folder writable, change file permissions for that too.If it still doesn't work then contact your host.

It needs to be writeable for sure.

Set your file permissions to 777 ( Might work? )

Try using FileZilla to set your file permissions to 777.
