one question why SA-MP doesn't recognize russian symbols like this

it display as
??? ??? ??? ??? ???? ****** ???? ????

Тебе надо изменить свой язык в control panel.
EDIT: I am assuming you do not speak Russian since you used ****** translate. Change your language in the control panel in order to be able to see Cyrillic letters.

Because not EVERYBODY IS RUSSIA.
Srsly i dunno. Maybe because you don't have russian pc?
